Does a LabVIEW vi/llb developed on Mac OS work on Windows and viceversa.?

For the most part, yes.  If there is any code that is specific to either the Mac or to Windows (such as ActiveX calls), then that code won't work.

The application will be about Image Processing.I dont think I will be any core OS components here.Im not sure if LabVIEW does it
