That VI is actually in LabVIEW 2009, not 8.0.
Attached is the VI in 7.1.

Where did you get this example? It's a very poor example. If you are trying to write a VI that uses a template, these templates are already provided with LabVIEW. Just select File -> New... and select the appropriate template.
For whatever it's worth (which isn't much) attached is the VI in 8.5. If I were you, I wouldn't even bother with it.

Ok, I ended up getting Labview 2011 and skip the labview 8.5 conversion.
Now, that files says it has a bunch of missing VI's.

Did you install niScope? If you need further help, please start a new thread, as we are no longer talking about downconverting VIs.
