I believe, access to older versions is one of the salient features that NI publishes about choosing an SSP.

Ouch, another coercive, anti-customer policy. "Sure, you've got a permanent license for the software. And the install media *is* available on our website. But not for you! Not unless you pay us again for access..."

And it didn't use to be like this.
It's been like that since about 2013 when they changed their licensing method last time. It burnt a client of mine and caught me out when our Finance dept and NI were both slow to get the SSP renewed at a time when I needed access to old media files.
It's a PITA. basically you should keep your own local copy of the installation media and not use the web installer in case the SSP laspses, they change it again, or you/they suffer internet outage at a time when you need to install. There was a year when Europe suffered a 1 week outage for the installation media. due to server issues. Never again.

So my question is if I have a current SSP, can I request the media for LV 2019? Or 2020, 2021?

that's annoying ... reminds me to keep a backup of the offline installer.
According to the "NATIONAL INSTRUMENTS SOFTWARE LICENSE AGREEMENT" which is included with the installer
it is not allowed to share installation medias...

I could have sworn I was able to download older LabVIEW versions as recently as 2015.
Horrible practice by NI.
