Did you read the message for that error number?

 

The resource is valid but  VISA cannot currently access it.  That means some other program has that VISA port open.

Do you have some other program open?  Like perhaps the manufacturer's software that might be used to configure the device?  If so,  close it!

What is that a picture of?

 

Close all programs on your PC.  As in anything that shows on the taskbar.  Open and run your LabVIEW VI.  See if you still get an error.

Do you have NI Max open with the VISA panel? That'll lock the port. 

(restart the computer)
