In LabVIEW 2019 there is an example located in '...\LabVIEW 2019\examples\Controls and Indicators\Graphs and Charts\Math Plots - 2D\Error Bar Plot.vi'

Or you can use Help>>Find Examples... and search for Error Bar Plot.

The Error Bar Plot itself is located in the Controls>>Graph Palette (at least in my LV19 Professional installation).
