Event Based: Overwrite default message as soon as user initiated command and send periodically

Ok Gerd.

In real scenario there are no. of user commands such as brake mode bit is set 1, so once set it will send the message along with brake mode bit periodically, but earlier it is being sent as 0 in default message.
