I have seen this problem with Labview and Visual Basic. Starting Labview causes the VB install procedure to start. Also seen where starting VB causes the Labview install to start. Thank you Microsoft. The only way to get rid of it is to go ahead and insert the LabWindows install disc when prompted and let it go through the install, again. In some secret Microsoft location, there is an entry dictating the installation of LabWindows upon the start of Labview.
