Excel 2003 works. Built program and excel 2000 (diff mach)doesn't work

I have a program that opens Excel 2003 and saves data fine on my development system. When I build and port to the target system w/Excel 2000 nothing happens. Excel is never opened.

This prior thread may be useful.
They were upgrading from Excel 2000 to Excel 2003.
Apparently there are differences between the two.
