It's an old issue on LV2021, and I'm using win10.
No option to move my OS back to win7.
Is there any other known solution to this?

What FPGA product are you compiling? Is it one that requires ISE?
Is this with all compilations? Have you tried an example VI?

I followed the following instructions:

Nothing help.
Yes, even a simple vi cannot compiled. failed at translating.
LV2021SP1, 32-bit
Checking NIPM and seem like all compiler tools are 64-bits
Any clue?

32-bit should still be able to compile. I would try another machine to updating the install (repair or full re-install). Sorry I know this could take a while.

I've got a number of LabVIEW RT Projects developed in LabVIEW 2019 (32-bit) on Windows 10 (64-bit) that use FPGA on a myRIO. A few months ago, I installed LabVIEW 2021 on a test machine, configured a myRIO with LabVIEW 2021, and demonstrated (to myself) that I could move at least one of my projects to LabVIEW 2021. I haven't yet "switched", as there are at least 3 of us working on aspects of this Project, so I'm working to get all of us to "migrate together".
Based on my own (brief) experience, I had no problem migrating (one) LabVIEW 2019 Real-Time Project utilizing a myRIO from LabVIEW 2019 to LabVIEW 2021. I'd suspect a problem with the installation of LabVIEW 2021, and would suggest trying a new installation (perhaps on a "clean machine").

We've recently started using Vivado (the actual software) in combination with our LV code and I ran across occasional freezes of the Vivado IDE. For the Vivado 2021.1 version, there's a workaround that can help in some cases.

No idea if this is in any way connected, but it might be worth a try.
