FPGA not starting from PC based executable

I have created an application using NI9074 cRIO with an FPGA VI and host code on a PC. I'm not running an RT VI at this point. The application runs fine in the development environment. I can successfully build the application and installer (no errors). The installed application runs fine until I reboot the PC. Then when I try to launch the executable the FPGA will not start. I get no error messages and the PC code seems to be running fine but I can't communicate with the FPGA.

Any thoughts on what I am missing?

Problem solved. I had to force the host VI to download the FPGA code. All is working fine.
