First of, LV 2011 was never tested with Windows 8, so this might be the overall reason (see here for further information. The linked Release Notes give you exact details on tested OS versions).
As already mentioned by previous posters: The Developer Suite DVD 2012 does not necessarily include a complete installer of the LV 2011 SP 1 development environment. So i wouldn't expect this DVD to contain a runnable installer for this version (but it could contain modules like toolkits which still refer to LV 2011 SP1 as well as LV 2012 alike).
So please make sure that you have a working installation routine containing a complete LV 2011 SP1 development environment. If you already have this, refer to my first sentence in the post....
