Failed to uninstall and re-install any software from NI Developer Suite

That sounds pretty serious.  I consider MSI Blast to be a weapon of last resort.  Have you tried repairing the NI installation?

I tried repairing but got the same errors and uninstalling and going nowhere.

Unfortunately, this sounds like there is something else going on with your operating system. As was previously mentioned, MSIBlast is often a last resort weapon and if it is not working, other problems are likely present. This referes to a problem with the directory table and points to an invalid reference to the path that it is seeking. Do you have this problem with other installed programs or only LabVIEW and associated software? If you have a piece of software you don't mind uninstalling, I would try to do that to see if the same problem surfaces.

I was able to uninstall a few other programs using Add/Remove programs from the Control Panel.  I failed to uninstall, repair, or re-install for only NI programs.

You could try manually deleting the National Instruments folder from C:\Program Files\ and then run the MSICUU utility. This is a little different from MSIBlast and may produce better results after deleting the folders.

I was able to remove all NI installers with Windows Installer Cleanup Utility as suggestion but still got the same errors when I tried to install the NI programs.  I am giving up and I will re-format or re-image my harddrive and start everything all over again.  Thanks everyone for your help.
