WOW.  So you are going to want to contact NI and see if they can get you in contact with an Alliance partner in your area.  You will want to re-write that.  It is a bit of an abomination with many issues, and also was written in 8.2 which isn't older than the hills, but plenty of advancements will make you want to upgrade.

As to your question, it is missing many VIs and I can't help know where the sampling rate comes from or how to improve it.

EDIT:  Not sure how you could "figure it out" that easily but my comments still stand.
