That you tried to send that command is half the battle. There are probably just a few tweaks you need to do to get this thing going!
That you tried that command before reading the manual is the trouble. http://cp.literature.agilent.com/litweb/pdf/5963-2929.pdf that spec anny is Not a IEEE 488.2 compliant device!
Try "ID?" instead
(Not surprizing- its older than the IEEE standard by a decade or two)

The programmer's guide should help you with any commands you might need to send. There should be a command to identify the equipment if it doesn't respond directly to the standard *IDN? command.

I can make the analyser dance a little but i.e. when I tell it to read the data it attempts too and then i get an error message to tell me that the instrument didn't respond

Wow, I have to confess that I didn't think it was that old, since it looks a lot like the older Agilent analyzers, which were just re-labeled newer HP analyzers.
