Graph Annotations Locking Name differnt in exe file than VI

I have a simple Graph Annotation being programmed up in my application using the property node Annotation List.  I have the Lock Name propety set to false and Allow Dragging to True. 
 
When I run my code from the VI, the annotation graphic allows the user the behavior that I want.  The user is capable of grabbing the naem part of the annotation and moving it to where he wants it while leaving the arrow pointing and glued to the graph value.
 
All was well until I built an application. Now the graph will not let me move the name at all. Since the annotation is attached to a plot, the annotaion is essentially entirely locked. 
 
Anyone seen this problem ?

Hi id,

I could not reproduce this error with LabVIEW 8.5.1 Professional Development Suite on Windows XP SP3.  Please reduce the LabVIEW code to a simple VI that demonstrates the error, post the VI, and let me know which version of LabVIEW you are using and on what operating system.  Thanks for your feedback.

Here is the VI Source code in LV 8.0 on Win XP.  If you run the execuable, you cant move the name without moving the annotation cursor...

This was reported to R&D (# 3WQ5OQ00) and was fixed in LabVIEW 8.2.1. Here is a link to the current evaluation software download for LabVIEW. Thank you for your feedback.
