Umm, history? Back years ago HP(now Agilent) and NI were competitors. They each made their own proprietary systems - each had their own incompatible GPIB. Then they agreed to cooperate and made VISA to be compatible across systems. But the root level GPIB calls are not. If you are using NI GPIB software it will only work with NI cards. If you are using Agilent GPIB software it will only work with Agilent cards - But VISA calls will work for all software / GPIB card combinations (well, ideally anyway).
