It depends where is placed that PLC (what type of configuration - for example, it could be controlled by a master which is communicating with the computer). As far as I know, you can communicate with it via several standard buses (FieldBus, ProfiBus / for these you need an adapter in your computer).
Most of them will allow you a simple communication VIA serial port.
