How can I obtain an older 4.1 today?

I need to create some software that runs on version 4.1 (US Government demanding to stay w/ older release).  I have one copy of 4.1 from years ago when we did the original project, but I'd like to run 2 or 3 copies.  Is it possible to obtain old releases?  I certainly don't mind buying todays version if it entitles me to run the older version.
