How do I activate LabVIEW Community Edition when all attempts find "no related license with your account"?
According to the Knowledge Base: I Can't Activate LabVIEW Community Edition Using My NI User Account
7. If you are still unable to activate LabVIEW Community Edition, please contact NI Support through the Service Request Manager. If you do not have a Support membership, you can select Get assistance with activation in the bottom section of that page to create a service request with this activation issue.
The service request manager does not recognize LabVIEW Community Edition so I CAN'T EVEN OPEN A SERVICE REQUEST like it says to do!!!!

I can't really tell what you have and haven't tried, so from that list of solutions from the link you provided, what have you tried? (I'm not going to waste our time by asking you individually about each solution.)

Do you have a license for LabVIEW CE under My Products in your NI profile ?
