If you open a blank VI and you close the Controls palette on the front panel, and you close the Functions palette on the block diagram, then by default, the palettes should not open when you create new VIs or launch LabVIEW by double-clicking a VI in the file system.

P.S. - I only assume you're talking about the Controls and Functions palettes because you kept mentioning "tools palettes" (note the plural usage). I assume you're not actually talking about the Tools palette, which contains the mouse cursor tools like the arrow, operate, wiring tool, etc.
