I'd recommend to start by searching the forums and looking at the 10's of 1000's of threads that discuss serial or RS-232.  Search the LabVIEW help and Example Finder for "serial".

As a quick starter, you use VISA functions to configure, read and write to a serial port.  Look under the Instrument I/O >> Serial palette.

Good luck with the IRQ thing. I have a Mac488 box made by IOTech. Since NI bought them out I was sure they would update the drivers -- oh well...

But seriously though folks, the OP refers also to VHDL, so it sounds like FPGA is involved some how. Maybe if he responds we'll know.
