There is a difference between rules that govern our behaviour and laws that govern our world. Quoting my wife (a non-LV programmer by the way) "Globals are evil. They introduce chaos." When asked "What area physics will survive the test of time?" A. Einstien replied "Thermodynamics". The first (?) law of thermodynamics says that entropy can never be decreased only held constant or increase. So once a global in introduced into a system the chaos it produces can only be minimized. So, it is a "virtual law" that keeps me adhering to my self imposed rule.
The is probably some teacher of rhetoric that would cringe when reading the previous.
