How to implement an ActiveX Mappoint

The project you are working on sounds really interesting.   I think that the following link will help you understand the LabVIEW side:  Using ActiveX with LabVIEW.  I can't really help with the MapPoint part, but there are some pretty good resources over at MSDN.
