How to use controls under decorations?

I have some buttons I want to put a decoration around but the decoration disables the use of the buttons? I'm using Labview 6.0 on Windows XP Home.

Have you placed the decorations behind the controls? Select the decoration, click the Reorder button on the menu bar and select Move to Back.

I've never understood why this doesn't happen automatically. I've never used a decoration to hide a control. I'd rather the decoration defaulted to the back and allow me to move it to the front.

Ican venture a guess.
If it was smaller than the control and it defaulted to the back, It would fall behind the control and you would have trouble grabbing it again.
It seems that the last thing you drop ends up on top of the pile.
