By load LabVIEW are you referring to installation issues or is the install performed without issue? If there are errors reported during install, please post either screenshots or the text from the error(s).
If the issue occurs when you attempt to open the LabVIEW executable, what is the specific error being reported? Did LabVIEW run at some point prior to this problem? Try renaming LabVIEW.ini (in \Program Files\National Instruments\LabVIEW x.x\) and then launch LabVIEW.exe; this will reset the config options for LabVIEW.
When you "removed the program" did you go through the Control Panel to properly uninstall the application?
