I can't install NI Package Manager

 I was trying to install LabVIEW. Before that I had to first install NI Package Manager. But the first step just stopped me.

My computer: Windows10 x64

The message says that:

***Your request has following problems:

***Couldn't find the program package'ni-package-manager' which contains compatible version and structure.

How am I supposed to deal with the problem that I couldn't even install the Package Manager?
