I can write to a spreadsheet file using labview 8.6, but when I open the same exact .vi using the same exact file path, under a .proj file (using crio), it returns an error message stating "file not found" (error 7)

Please user a shorter but descriptive title for your message in the subject line.  Use the message body.  Don't cram everything into the title.

Can you provide more details by using the message body?  Perhaps even posting the VI that is giving you problems?  It may be a matter of the way the file path is built.  What is the filepath and filename you are trying to write to in the PC context vs. the CRIO context.  Or perhaps it is whether you have the correct permissions to write the file.

I do know but having problem using edit with my browser.
