I cannot get a llbto build to a dll for use with C# and LabWindows CVI

I'm trying to build the tkdpo4K.llb into a dll for use with LabWindows CVI, Teststand and C#
 
Error generated:

LabVIEW:  File not found. The file might have been moved or deleted, or the file path might be incorrectly formatted for the operating system. For example, use \ as path separators on Windows, : on Mac OS, and / on Linux. Verify that the path is correct using the command prompt or file explorer.

I have seen something similar that was caused by the location you are writing to. Are you using a network drive by any chance? Please let me know. Thanks!

I'm using LabVIEW 8.2 Professional Development system running on Windows XP Professional 2000 service pack 2

I've been reading different discussion forums and I know that this machine has had LabVIEW versions 7.0, 7.1, 8.0 and 8.2 installed, all the directories still exist. Maybe I've got some pointers to files that are misdirecting the app builder.
