The problem is resolved. Thank you everyone for the help.
The problem occured because I installed the NI-488 driver before the LabVIEW runtime engine.
The solution was to uninstall all of the NI software on the PC, then install the executable with the LabVIEW runtime engine, then install the rest of the drivers.
