Not exactly what you're looking for for two reasons :

1) the input is only up to 370V AC

2) the output is 4-20mA (but can easily converted to voltage using a precise resistor)

But i think that the product you're looking for is in this direction !

Russellg,

 

Standard instrument potential transformers are rated for 120 V output, nominal.  You would need to have about a 5 V, nominal transformer.  If you just need rms values and do not have a high speed requirement a voltage transducer may be appropriate.

 

What is your accuracy and bandwidth requirement?
