So if I understand you do not want the green to follow the white unless it is greater than red. Then when the white goes below the red you want the green to follow the white?

This is where may be the program gets complex.
At the end of the cylce i.e. When white gets to the value zero Again, you have to restart the cycle. But when white is above the 1, and when white < red, then green should follow white
