I have developed an add-on for LabVIEW and written a CHM help file. I would like the contents in my CHM file to show up under the "Toolkits" heading in the way that it does for other toolkits like the "Third Party Licensing Toolkit". I have installed the CHM file to the "help" directory in LabVIEW, however it is not being included in the contents. How do I make LabVIEW recognize the CHM file?

Do you mean in the Help menu in the toolbar? For that I think you only need to place the CHM files in the help folder where LabVIEW is installed. Typically this is something like:
C:\Program Files (x86)\National Instruments\LabVIEW 2015\help
VIs can also be placed there and will be ran when that menu item is selected.
