Installing 845x ending up with "Check internet connection..". Why?

I bought the USB-8451 I2C module and wanted to install the drivers in my new LV-2020 environment. I downloaded the file "ni-845x_20.0_online_repack2.exe". This activated Package Manager and everything going ok until Finish. It stops and say "There was a problem executing your request". Error installing package ni-845x-runtime (20.0.0.....). Please check your internet connection and try again."

I have tried everthing that is easy. Downloaded the ISO and tried. Didn't work.  I tried from the CD. Didn't work.  I opened the firewall. Didn't work. I started the installation as administrator. Didn't work. I shut down the virusprotection (ESET). Didn't work (I didn't deactivated Windows protection. Don't know if this is activated..)

What can I do?

This error message should be replaced with the message "There has been an unknown failure within the NI Package Manager.  We have no idea what caused it, but it might have been a problem with your internet connection".  I first saw this while attending NI Week in 2017, when (from my Austin hotel room), I tried to download and install the just-released LabVIEW 2017, including the brand-new NIPM.  Consistent failures led me to call NI Tech Support, who confirmed that this was a "meaningless error message", and suggested how I could avoid it -- instead of checking off all of the Modules and Features that I wanted, choose only one thing to install at a time.  I've followed this practice ever since (well, no, I have occasionally said "They must have fixed this, let's pretend this is LabVIEW 2016, where you could specify everything you want, and the installed "knew" how to do it properly", only to get the "Check your Internet Connection" message again ...).  Maybe LabVIEW 2025 will fix this issue (one can only hope!).

In recent times, I have had very little issues downloading the offline installers and installing anything from NI.  Two reasons I have had issues: 1) I didn't "run as administrator" or 2) I had a corrupted download (I downloaded the installer again and then everything worked perfectly from there).

It seems that I have a broken installation of VI Package Manager from JKI.  I tried to repair a Labview-installation and it stopped when It needed some files from "VI Package Manager 2020.2\prerequisites"...
