Thank you for your reply, but it can not solve my problem, because if you try to download LabVIEW older version it goes to the latest version by default.
If you unable understand my problem Please try to download LabVIEW 2014 by using the link which you have given, after that you can able to understand my problem.

Are you logged into NI.com?
Because I did go to the link. It allows me to download and save a file called "2014LV-WinEng.exe" when I pick the "I am a current user of LabVIEW Development System".

Yes, I logged-in
As you said you have picked "I am a current user of LabVIEW Development System", but for me, there is no option like that.
For reference, I attached a screenshot of my page.

Here is what my page looks like.
If I log out of NI.com and follow that link, then it looks like your screen shot.
So it seems to be you are NOT logged in. Check the blue box in the far upper right corner off the page and make sure you are logged in.
Though there is one other possibility. Do you have an active SSP associated with your login name? It is possible that NI won't let you download newer or older versions of LabVIEW if you don't have an active SSP account number associated with your login account. If that is the case, you should contact your local NI sales person.

Now I clearly understand why I am unable to download the older version of LabVIEW. Because I don't have an active SSP associated with my login name.
Thank you for your help,
If you don't mind can you share the download link, which generated after a click on "I am a current user of LabVIEW Development System"
