I found the issue to be caused by the NI Error reporting software that gets installed. Once I got rid of that things were much better as the JKISoft proxy message never came back again. Cheers Robert

You may disable JKIUpdateTask in Task Scheduler in order to block scheduled execution of the following application

C:\Program Files (x86)\JKI\VI Package Manager\support\JKIUpdate.exe

The same way you may disable NI Update Service and NI SSP expiration reminder too, if you desire (eg. production environment)
