It looks to me like the KPCI-3100 refers to a series of Keithley PCI cards. You should find out which one you have (KPCI-3100 Series boards include the KPCI-3101, 3102, 3103, 3104, 3110...).

Then I would use one of the digital IO line to control your LED. You will need to find out how your break out box connect to the PCI card.
Besides the driverlinx software I think you need to get some labview drivers that make use of the driverlinx. The following link is to a buch of sofware for the KPCI-3101. At the bottom are driver software. You indicate you already have DriverLINX. If you don't have the LabVIEW VI for the DriverLINX already, download from here.
There are also a buch of example programs on this page that might be helpfull. There is a good selection written in labview.

Since I don't have access to the 3rd party board and this is not a driver that is supported by NI, so I would suggest that you look at those example programs in the link above. It seems that many of them use the driver you are working with and you should be able to modify one of the examples to suit your needs.
