LV 2020 - after installing VISA... startup strangeness.

Hi, Everyone:

Strangeness after installing VISA 20.0:

With LabVIEW closed, and I try to open a VI or project from Windows Explorer, it will take about a minute just for the LV splash screen to show up, then another 30 seconds or so to load the VI/project.

However, if I open LV first and immediately try to open a VI/Project from Windows Explorer, LV will finish loading before I can finish double-clicking on the VI/Project and the VI/Project loads immediately after that.  Total time, around twenty seconds or so.

To t-shoot, I uninstalled VISA and that strangeness went away.  Reinstalled VISA and the problem came back.

Anyone see this?

Want to hear a strange ending to a strange issue?  I restored a backup onto a new drive and the problem disappeared.
