LV Runtime on external drive

I assume the answer is no but I have to ask.  Is it possible to run an executable on an external device which contains the runtime - rather than installing the runtime on the hard drive.
 
The reason is I have a customer which will let me upgrade their executable but not the runtime due to internal issues with their IT Nazis professionals.  I really want to start taking advantage of features of 8+ but can't.

I can't answer your question directly.  But let's assume for the sake of argument that the LV runtime can be installed to an external device.  I think they will still have problems with their IT dept. because they would still have to install the LV runtime engine into the Windows environment which would affect the registry and probably .dll's which get installed to the system directories, even if you specify installation to a location other than the c:\ drive.
