I am installing the full run-time engine with all options checked for the 2012 (64-bit) run-time. I am also installing the NI-VISA Runtime 5.2 and the NI DataSocket 5.0. When I saved this project back to LV 2011 and built the exe and installer in LV 2011, it all works fine.
