Hi,
This is a known behavoir when all of the above parameters are set and window is at the minimum size when run is pressed having the window larger than minimum size removes the white bar.
It was discussed here, shortly after LabVIEW 2013 was released.

I installed the f2 patch which still did not solve the problem.

Set the minimum size to 0,0 in the VI properties and everything works fine.
(Since you don't allow resizing, hide the scrollbars, and define a run time position and size, setting a minimum size is irrelevant, but seem to coerce the size too large in 2013 due to some new buglet.)
