The following article contains the compatibility chart between LabVIEW and Python.

But the list includes LabVIEW version only till 2023 Q1. Is LV 2023 Q3 compatible with Python version 3.11 /3.12?

I see no references to Python in the 2023 Q3 release or feature notes, so I would expect it is the same as Q1.
I regularly use Python 3.10 with LabVIEW 2020. It is not part of the officially supported versions, but it works.
Maybe this question will prompt NI to update this page:

I have started using python 3.12 with LV 2023 Q3, So far it works fine

I have NI LabView 2023 Q3 and my Python files version is 3.13.1
its not working ? what can be the solution
Becuase my supplier has all code written in 3.13.1

Not even 2025Q1 will support Python 3.13. Python 3.13 was released in October, right when the feature set for LabVIEW was locked in. It is not reasonable for the latest Python to be supported. With that said, we may be able to convince R&D to support Python 3.13 in the 2025Q3 release. But, in general, expect LabVIEW support for Python to be a year behind.
