LabVIEW FPGA failure with Xlinx compiler?

I am running LabVIEW FPGA 8.6 with NI-RIO 3.0.1 (for 8.6).  When I compile a simple program, I get the infamous:

"Error starting compile step: Make sure a compatible version of Xilinx Tools is installed at the location specified in the LabVIEW FPGA installer."

I have checked the FPGA Compile Server and I have run the fixTlink.VI utility with no improvement.  This happens on two identical PC's, neither one having an FPGA board installed.

Any ideas?

After further analysis, the problem was determined to be in our installation of LabVIEW FPGA 8.6.   Using the correct installer from NI solved the problem.
