Whoops. So it turns out there's a reason they only specify support for certain Linux distributions. NI support encountered the same error as me when trying to install CE on a Manjaro Linux VM, so it looks like it's just not compatible. Completely unsurprising when you consider they make no claim to support it. So, if you are having trouble activating on a Linux distribution not listed under "Supported OS" on the right side of the download page, don't be as surprised as me when it doesn't work!

And the story repeats now with LabVIEW 2021 Community edition. Yes, I downloaded and tried to activate with the same account and I was logged in with it! And I have 2016 Pro and 2020SP1 CE working. Activation wizard keeps reactivating CE 2020SP1:
But when trying "Activate Remaining" which includes 2021 CE:
I still get:
Going to Local Licenses and right-clicking specifically on the 2021 CE:

Oh, God, here we go again, like you said. Try renewing your Community Edition license, even if the time isn't up yet. I had the same issue and it worked for me.

How do I "renew CE license"? I don't remember getting it for CE 2020 somehow separately from activation process itself. I remember having issues with activation too, and with a renewal after it expired but don't remember how exactly I finally managed to make it work again. Don't remember much issues with updating to 2020SP1 though.

You need to log in to your account, then from the NI dropdown menu at the top of the page, select Support --> Register and Activate and you should see LabVIEW Community Edition listed. Select "Renew" for your action.

There is no such option!
And when I select Activate Software it gets me to a generic activation code generation screen which does not allow to select any software and wants a serial number:

Sorry I couldn't help you. 😞 I wish NI would get their act together and fix it.

Wow. I agree that this is not intuitive. I wanted to use the Community Edition on my home laptop.
I went to the Community Edition download page with the video of @Darren.
I proceeded to download NI Package Manager from that page.
I proceeded to install LabVIEW with minimal options.
I opened LabVIEW. It asks me to activate. Okay, no problem. I logged in. No-go.
I opened NI License Manager. No sign of the Community Edition.
I logged into my NI Account, and under "My Products," I only see old and expired licenses used at the company I work for.
No sign of Community Edition.
So, I guess the issue for me is associating the Community Edition with my account.

An update:
I found a newer thread started by Altenbach who was graciously assisted by Christina.
Here are the steps that work. (at least for me)
Please note that this applies to a Windows installation, though some steps will apply to other flavors.
Pitfall 💣 The first mistake I made was to try to do this using Brave, which is my everyday browser. Since I'm on a Windows box, I opened MS Edge.
Pitfall 💣 Be sure to set the "Included Editions" radio button to "Community". It is not selected by default.
Side note: Per Christina on this post, if you've already downloaded the iso file and you don't have the Community Edition associated with your NI account (maybe you used a browser with filtering), just pressing the green Download button and canceling the download will associate the Community Edition with your NI account.
