Yes, That is a common message for a lot of installation problems and not just the community edition, or according to the dialog specifically rabbitmq package is must be installing.
You can try searching the forums for it and find it has come up a lot. But I don't recall any specific solutions for it.
Search for the "please check your internet connection" part of the message. But the "internet connection" is a catch-all error message that never seems to actually apply.
