LabView 8.2 timestamp in seconds vi starts with a delay of 100's ms difference on diff. XP computers

Greetings;
I have tried this on an XP SP2 single core computer and dual core computer.
On both computers , I have clicked My Computer -> Properties_> advanced -> Performance -> Best Performance.
 
Everytime I run the vi, the display starts at 0.1xx second thru 0.8xx second.
I am trying to acquire, in the future and not shown in this vi, analog input data and trigger out on the counters and analog output channels.
My measurement is only for 3 seconds, but this vi misses up to 0.8xx seconds . Is this 0.1 thru 0.8 second delay typical LabView 8.2 Windows XP behavior?

Can't figure out exactly what you're trying to do here (so I don't think this is going to answer your next question regarding how to do exactly what you're trying to do) but there isn't a problem with LabVIEW... you're just chopping off the milliseconds of the current time and adding it to your loop time.

Create an indicator on the date/time (far left)... it will say something like:  5:09:36.275 PM.  This is the time of day, as reported by your computer.  For each run, your program is basically chopping off the decimal portion and adding it to your loop time, so you would get 3 seconds + 0.275.  There is no delay in running the VI itself though, if that is your concern.
