Labview 2015 runtime and 2017 executable

That's correct. But starting with your first post: It is no problem at all to install the run-time engines of LabVIEW 2015 & LabVIEW 2017 on the same machine.

Yes.  NI started aligning the major version number with the year with version 9 which was LabVIEW 2009.
