Labview 2018 crashes on initialization.

Hi everyone, my Labview 2018 has a crash issue when initializing. I still have this issue after uninstalling and reinstalling it. I found that the txt file in my system has garbled characters, and I don't know if it is related to this.

What txt file? What system?
