Looking for a VI Viewer

Does anyone have a VI Viewer that behaves like a crippled IDE and does not compile the VI?

I just need a read-only capability to provide to people who do not own LabView.

There is a LabVIEW player.

Build it into an application and they can run it by just installing the free LabVIEW Run Time engine.
