Missing Encoder Pulses

I have an application that requires reading an encoder that has 20 minus 2 teeth.  The encoder gives 18 pulses with two missing every cycle.

 

Anyone have a good example of how to add the 2 missing teeth back into the pulse stream every cycle?

It's either Hardware, Software, or Something Else.  

 

You've provided (a) no description of your hardware, (b) no code (meaning no attached VI or Project), and (c) no idea how much you know about LabVIEW, your application, etc.  Without more information, there's little more we can suggest ...

Hardware has not been selected but it would probably be a counter.  I am looking for suggestions on either a software solution or hardware solution.  Since I can't imagine how it would be accomplished from hardware I assumed software would be the only solution.

 

I have been using LabView to develop projects for over 15 years.
