Missing Popup Menus

I have installed several custom shortcut menus on 2 computers.  They are under ... \LabVIEW Data\PopupMenus\edit time panel and diagram\ so they are available to all installed versions of LabVIEW.  Both computers have versions 2018, 2019, 2020, & 2021 of LabVIEW installed.

On one computer, everything is fine.  On the other, things are OK for LV versions 2018, 2020, 2021, but the popup menus are missing from LV 2019 on that one computer.

What could cause popup menus from showing up?

Wild guess.  Check for custom hot key shortcuts in the 2019 LabVIEW.ini file on the second machine.

Better Wild guess.

Check for a conflicting pop-up menu file in the 2019 version specific location.  All bets are off if pop-up menus exist in version specific and version agnostic.   I mean, who would do THAT?  I bet NI does not have a unit test for that.

I had already checked into both of those; no luck/
